After adding the ghouls, ratmen, thurses and Tazitta death cultists to the folder, I'm at 100 images now in the Chaos in Waychester folder. To be fair, the ghouls, ratmen and thurses might make appearances in other campaigns too. Technically that's true for the Tazitta death cultists, but realistically, I'm making them a threat that will be blunted or play itself out, depending on the PCs, during the course of the campaign, so they're unique to the campaign.
I could add a few more. I have orc and goblins who could stand in for pirates. Only one of my orcs is specifically designed to be a pirate, who's in the generic folder, but I actually think that I've done enough with the orcs and goblins in Chaos in Waychester that neither will make a significant appearance in the campaigns to come. The same is probably true for ratmen and thurses. But the rest of my orcs and goblins are more urban criminals, or non-criminals in some few cases, and are less obviously "piratey." Of course, some of them could have their images renamed to be pirates, or even to be settlers on Chersky Island. I tend to think that more images in the campaigns rather than the generic folder is better; I can always have copies of them in more than one folder, if they apply.
Anyway, here's all my orcs and goblins. I'll decide which ones to put into the Chaos in Waychester folder later.

This guy is a rural hunter, so probably not him unless its in the interior of the island. |
Although meant to be urban thieves, cutpurses or even assassins, they could also be pirates if needed. |
She, on the other hand, is a con artist, and needs to be in an urban setting. |
Specifically meant to be an honest goblin; I could see him as a colonial authority on Chersky Island. |
More of a bodyguard, but he could be a goblin "viking." |
This goblin hermit could live anywhere where he can be by himself. |
A goblin "mayor" could be from Chersky Island. |
I'm not even sure this guy should be a Dark Fantasy X goblin at all. I should delete his horns. |
These two were meant to be thieves, but could just as easily be pirates. |
She, on the other hand, is gainfully employed in a Hillman city. |
Not meant to be a sailor, but no reason he couldn't be, I guess. |
The most obvious piratey orc that isn't already a named NPC. |
Neither the island nor the pirates. Nope, he's not eligible. |
A more heavily armored mercenary is unlikely to jumping from ship to ship. |
While I meant for him to be more of an honest laborer or stevedore, honestly he's a good pirate. |
More of a crime lord instead. |
Another mercenary, who could be a pirate in a pinch. |
